Nevada Law Says You Can Repackage in Transit
This is the reason so much of the West’s distribution sits in Nevada, and it is written into the statute in words that name packaging directly.
What NRS 361.160 actually says
Goods consigned from outside Nevada to a Nevada warehouse, on their way to a final destination outside Nevada, are “deemed to have acquired no situs in Nevada for purposes of taxation.”
Then the part that matters to anyone who packs:
“Such property is not deprived of exemption because while in the warehouse the property is assembled, bound, joined, manufactured, processed, disassembled, divided, cut, broken in bulk, relabeled or repackaged…”
The statute names relabeling and repackaging explicitly, and adds that the exemption “shall be liberally construed.”
Why that shapes a packaging decision
A brand can hold inventory in a Nevada warehouse, repack or relabel it there for a particular retailer or region, and ship it onward — without that handling costing the in-transit treatment.
It is why retail-ready repacking, club-store variety packs and regional relabeling so often happen in Reno and Sparks rather than closer to the end market.
Keep the paperwork right
NRS 361.165 requires the warehouse to designate the goods as in transit in its own books, with a full inventory, the date received, the date withdrawn, and the origin and ultimate destination where known — open to inspection by the taxing authorities.
The exemption is a records exercise as much as a legal one. Worth confirming with your Nevada tax advisor before you plan around it — we print bags, we don’t give tax advice.

Nevada Is a Distribution State First
We’d rather be straight about the shape of this market than flatter it.
Food manufacturing here is small
Nevada food manufacturing employs roughly 8,200 people statewide, projected to reach about 8,700 by 2034. That is a modest base next to California or Texas, and any supplier telling you Nevada is a food manufacturing powerhouse is selling you something.
But the warehouses are enormous
Northern Nevada sits on I-80 with the freeport treatment above, which is why so much western distribution runs through Reno and Sparks. For a packaging buyer that means the decision is often made by a logistics operation, not a plant.
And Las Vegas is its own economy
Hospitality volume drives packaging that does not exist at the same scale anywhere else: portion packs, amenity sizes, promotional runs tied to an event date, and single-serve formats bought by the pallet rather than the case.
Nevada’s Meat Inspection Program Is Brand New
If your label advice predates 2026, it is out of date.
Approved in late 2025
USDA recognized Nevada’s State Meat and Poultry Inspection program in November 2025 — the 30th state to hold one, and the first new program since 2022. The Nevada Department of Agriculture runs it, aimed at small and very small processors, and began taking applications the following month.
State-inspected stays in Nevada
Nevada is not a Cooperative Interstate Shipment state, so product inspected under the state program can only be sold within Nevada. Crossing a state line means federal USDA inspection and the federal label approval route instead.
Decide before the dieline is final
A label built for the state mark and a label built for federal prior approval are not the same artwork. For a new Nevada processor this is a live decision rather than a settled one, and it is much cheaper to answer before cylinders are engraved.
Send us the approved label
We don’t file your label and we won’t pretend to. We take the artwork once it’s approved and put it on film at size, with the inspection mark, net weight statement and safe-handling panel where they belong.
Because the program is new, check the current requirements with the Nevada Department of Agriculture rather than with a packaging vendor — including us.
Nevada Regulates Packaging Harder Than Its Neighbors
Worth knowing if you are packing across state lines, because the rules are genuinely different.
Opaque and child-resistant
Nevada requires cannabis and cannabis products leaving a sales facility to be in packaging that is opaque, child-resistant, and able to stay child-resistant across repeated openings. An exit bag can satisfy it where single-product packaging doesn’t.
Packaging needs approval
Nevada’s regulations require an establishment’s packaging to be approved by a Board Agent before use. That is a submission step with a lead time attached — build it into your schedule rather than discovering it after the run.
Compare that to Arizona
Arizona has no universal THC symbol, opacity or resealability mandate. If you sell into both states, the Nevada rules are the binding constraint, and a single artwork built to Nevada will usually clear Arizona.

What is your minimum order?
5,000 bags per design. Each size and each flavor counts as its own design, so a three-SKU launch is 15,000 bags. Pricing improves at 10,000 and 25,000. Below 5,000 a digital converter is the better answer and we’ll say so.
Do you have a location in Nevada?
No. Our office is in Sunnyvale, California, and the bags are printed by our partner plants in Asia. We ship to Nevada constantly and we’re in the same time zone, but if you need to stand on a press floor this week we’re the wrong supplier.
Can I repack in a Nevada warehouse without losing the freeport exemption?
The statute says yes. NRS 361.160 treats goods consigned from out of state to a Nevada warehouse, bound for a destination outside Nevada, as having acquired no situs in Nevada for taxation — and states that the property is not deprived of the exemption because it was “assembled, bound, joined, manufactured, processed, disassembled, divided, cut, broken in bulk, relabeled or repackaged” while in the warehouse. NRS 361.165 then requires the warehouse to record it as in-transit property. We print bags rather than give tax advice, so confirm the specifics with a Nevada tax advisor — but the repackaging language is in the statute itself.

Who inspects my jerky in Nevada?
As of late 2025 you have a choice you didn’t have before. Nevada’s own State Meat and Poultry Inspection program was recognized by USDA in November 2025 — the 30th state program and the first new one since 2022 — and is run by the Nevada Department of Agriculture for small and very small processors. State-inspected product can only be sold inside Nevada, because Nevada is not a Cooperative Interstate Shipment state. Anything crossing a state line still needs federal USDA inspection and federal label approval.
What does Nevada require on cannabis packaging?
Nevada requires cannabis and cannabis products leaving a sales facility to be in packaging that is opaque, child-resistant and able to remain child-resistant through repeated openings — satisfied either by the product packaging or by an exit bag. Nevada also requires an establishment’s packaging to be approved by a Board Agent before use, which is a real lead-time item. The rules change often, so check the current Cannabis Compliance Board regulations and send us artwork your compliance review has signed off.
Do you do contract packing or filling?
No. We make the packaging; we don’t fill it. “Las Vegas contract packaging” is a common search and we’d rather tell you plainly that it isn’t us than take the enquiry. If you need a co-packer, find one first — then come to us for the film, because the co-packer’s line will dictate the web width and the format.
How fast can I get bags, and when does the clock start?
8 to 10 weeks from approved artwork, or 4 to 6 expedited, transit included. The clock starts at artwork approval rather than at the order, which is true of every supplier in this category though not all of them say it.
Is shipping to Nevada really included?
Yes — ocean freight, duties, customs and the truck to your dock are all inside the per-bag number we quote. There’s no landed cost to work out afterwards and no surcharge at invoice.
Can I see a bag before I commit?
Yes, samples are free. We’d rather you filled one and ran it on your own sealer before placing 5,000 — particularly if it’s going onto an existing repack line.
