The local market

Pennsylvania Is America’s Snack and Candy Aisle

Pennsylvania has 1,565 food plants and 81,821 food manufacturing jobs, fourth among states, and its strengths live in bags (BLS, 2024).

The snack belt

Snack food jobs run at 2.7 times the national rate, and only California has more of them. In York County, chip, pretzel and popcorn jobs run at 48.6 times the national rate.

Candy, first in the nation

Pennsylvania has 13% of all US candy jobs, 11,003 of them, more than any state reporting. Lancaster County runs at nearly 11 times the national rate.

A third of US chocolate making

Pennsylvania holds about 36% of US jobs making chocolate from cacao. Just Born in Bethlehem turns out about 5.5 million Peeps a day.

A packaging footnote from the snack belt: Herr’s switched its chips from glassine bags to foil in 1974. Employment figures are the federal 2024 Quarterly Census of Employment and Wages.

Built for Pennsylvania

From a Pennsylvania Home Kitchen to a Store Shelf

Pennsylvania doesn’t have a no-license cottage food law. Home producers register as a Limited Food Establishment with the Department of Agriculture.

What registration takes

$35 to register and $35 a year to renew, applied for at least 60 days before you start, with an on-site inspection first. It covers shelf-stable foods such as baked goods, candy, jams and certain snack mixes.

Labels need five things: product name, ingredients by weight, net quantity, business name and address, and allergens. Selling across state lines may also need FDA registration.

Where printed bags come in

Put the five parts in the film. A printed pouch carries a compliant label permanently, with no sticker to peel or misprint.

Plan for growth. Wholesale and restaurant sales need a different license. When you make that move, the bag usually changes too, and with no plate fees the new design costs you no tooling.

Size it honestly. At 5,000 per design, printed bags fit once you’re selling into stores, not at your first market.

We’re a packaging supplier, not a regulator, and nothing here is legal advice. Check current rules with the Pennsylvania Department of Agriculture.

Climate

What a Pennsylvania Summer Does to a Pretzel

Chips, pretzels and popcorn fail by absorbing moisture, and Pennsylvania summers are humid.

Sticky Julys

Philadelphia averages a July dew point of 64.6 °F, Harrisburg 63.1 °F: well into muggy territory.

Candy and chocolate

Heat and humidity bloom chocolate and make hard candy sticky. Barrier film and a good seal are the first line of defense.

What the bag needs

A metallized or foil laminate keeps snacks crisp far longer than clear film. A small window keeps product visible.

Do you have a location in Pennsylvania?

No. We’re a California company based in Sunnyvale, and our bags are printed by partner plants in Asia. We deliver to any address in Pennsylvania with freight included in the per-bag price.

What is your minimum order?

5,000 bags per design. Each flavor and each size is its own design, so a three-flavor pretzel launch is 15,000 bags. Pricing improves at 10,000 and 25,000.

Can I sell food from my home kitchen in Pennsylvania?

Yes, as a Limited Food Establishment registered with the Pennsylvania Department of Agriculture: $35 to register, $35 a year to renew, and an on-site inspection. It covers shelf-stable foods, and labels need five required parts. Check current rules with PDA; this isn’t legal advice.

Can you print the PA Preferred logo on my bags?

Yes, once you qualify. Processors must make the product at a Pennsylvania facility using at least 75% Pennsylvania-produced commodities, and the program is free. Confirm logo use before we engrave, and we’ll print it Pantone-matched.

Do you charge plate or cylinder fees?

No. Converters who bill for cylinders commonly charge around $150 per color, so a nine-color design can carry over $1,300 of tooling before a bag is printed. Ours is inside the per-bag price, on every flavor.

Are the bags made in the USA?

No. They are printed by our partner plants in Asia. Ocean freight, customs and delivery to your Pennsylvania dock are inside the per-bag price, and the 8 to 10 week lead time already includes transit.
