The local market

What Texas Food Plants Make

Texas has 2,984 food manufacturing plants and 111,854 jobs, second only to California (BLS, 2024).

#1 in meat processing

Texas leads every state in meat processing jobs, at 44,409. That category includes jerky, one of the most pouch-dependent products there is.

Twice the nation’s tortillas

Tortilla making runs at about twice the national concentration, with 164 plants. Tortilla chips and salsa are the official state snack.

Pecans and peanuts

Texas is #2 in pecan acreage and #2 in peanuts, with most peanuts grown on the South Plains around Gaines County.

Fritos began in San Antonio in 1932 and Pace salsa in 1947; Frito-Lay is headquartered in Plano. Coffee and tea jobs grew 12.1% in a year. Source for employment: federal 2024 Quarterly Census of Employment and Wages.

Built for Texas

Outgrowing Texas’s New Cottage Food Law

Since September 1, 2025, Senate Bill 541 lets Texas home producers sell up to $150,000 a year. It also sets the line where printed packaging begins.

What the law allows, and doesn’t

Cottage food can be sold online, but only within Texas and delivered by the producer in person. Mail order is gone. Labels must carry, in capitals: “This product was produced in a private residence that is not subject to governmental licensing or inspection.”

That works for a farmers market table. It doesn’t work for a grocery shelf, a gift shop in another city, or a customer in Oklahoma.

The step after

Shipping or retail means a licensed facility. Texas licenses food manufacturers through the Department of State Health Services, with fees scaled to sales.

And the label changes. The cottage statement comes off and a retail bag goes on. With no plate fees, that new design costs you no tooling.

It’s usually when 5,000 bags makes sense. A brand near the $150,000 cap may already sell more than 5,000 units of its best seller.

We’re a packaging supplier, not a regulator, and nothing here is legal advice. Check current rules with the Texas Department of State Health Services.

Routes to shelf

Two Doors Texas Food Brands Walk Through

Texas has two programs built to put local products in front of shoppers. Both reward packaging that looks shelf-ready.

H-E-B Quest for Texas Best

H-E-B’s annual competition drew 978 entries in 2026, with $135,000 in prizes and a shot at H-E-B shelves. A winning product needs a bag that can hold its own next to national brands — and a supplier who can deliver 5,000 per flavor once the order comes.

GO TEXAN

The state’s marketing program had 2,109 members in 2025. Products must be made or value-added in Texas, and membership tiers start at $100. If you’re using the logo, bring the approved artwork before we engrave, and we print it Pantone-matched.

Climate

One State, Two Texas Climates

The right film depends on where your product sits.

Gulf Coast humidity

Houston averages a July dew point of 72 °F and 93% humidity at dawn. Chips, pecans and granola soften fast without a strong moisture barrier.

West Texas dry heat

El Paso gets under 9 inches of rain a year. Heat is the threat there: it speeds up stale nut and frying oils and tests every seal.

What that means for the bag

A metallized or foil laminate covers both. A small window keeps product visible without giving up most of the barrier.

Pricing

How Much Do Printed Bags Cost?

Price per bag depends on style, size, material, colors and features like zippers. Shipping anywhere in Texas is included and there are no plate fees.

Get Pricing for Your Bags

5,000Minimum per design
10,000Better price per bag
25,000Best price per bag

No plate fees adds up fast on a jerky or chip line: six flavors is six sets of cylinders, at roughly $150 per color, at a converter who bills for tooling.

Do you have a location in Texas?

No. We’re a California company based in Sunnyvale, and our bags are printed by partner plants in Asia. We deliver to any address in Texas with freight included in the per-bag price, from Houston to El Paso.

What is your minimum order?

5,000 bags per design. Each flavor and each size is its own design, so a three-flavor jerky launch is 15,000 bags. Pricing improves at 10,000 and 25,000.

Can cottage food producers in Texas ship their products?

Not by mail. Under SB 541, effective September 1, 2025, cottage food can be sold online only within Texas and must be delivered by the producer in person. Shipping means moving to a licensed facility. Check current rules with the Texas Department of State Health Services; this isn’t legal advice.

Can you print the GO TEXAN logo on my bags?

Yes, once your product is approved for the program. Products must be made or value-added in Texas. Send the approved logo artwork before we engrave cylinders, and we’ll print it Pantone-matched.

Do you charge plate or cylinder fees?

No. Converters who bill for cylinders commonly charge around $150 per color, so a nine-color design can carry over $1,300 of tooling before a bag is printed. Ours is inside the per-bag price, on every flavor.

Are the bags made in the USA?

No. They are printed by our partner plants in Asia. Ocean freight, customs and delivery to your Texas dock are inside the per-bag price, and the 8 to 10 week lead time already includes transit.
